Upload you Pakistan National Identity Card pictures front and back and simply wait and check daily by loginng in. 

 After 2 to 3 days restrictions on your skrill account will be removed hopefully of you provided sufficient and clear pictures of documents or they might ask for more documents but all and all your account will get unrestricted.
